International Invitation for Expressions of Interest

The Government of Mozambique (hereinafter referred to as "the Beneficiary") has received funding from the European Investment Bank - EIB, the European Union - Water Facility, the French Development Agency - AFD and the Netherlands Government ORET Programme - ORET (hereinafter referred to as "the Donors") towards the cost of the Maputo Water Supply Project, and intends to apply part of the proceeds of this funding for payment of the Consulting Services of a Planning and Investment Advisor.

This Request for Expressions of Interest relates to the contract for the Planning and Investment Advisor and seeks to procure experienced individuals for the services in accordance with the procurement procedures of the EIB.

The On-Going Project

The Maputo Water Supply Project (MWSP) entails rehabilitating the water supply infrastructure, increasing drinking water production, reducing unaccounted for water and extending the service to periurban areas, thus increasing the served population from the present 670,000 up to 1,500,000 by 2014.

More specifically, the project aims:

— To increase the availability of water for distribution and for invoicing, and to improve the viability of the water supply system, by:

— reducing the unaccounted for water in the system by about 25%,

— rehabilitating, reinforcing and extending the distribution network

— increasing the water production capacity by 4,000 m 3/hr

— Increasing water transmission capacity

— To serve areas outside of the current network and with no network expansion plans in the near future, through construction of new small-scale systems.

— To improve the management of public standpipes and make this level of services sustainable in order to guarantee the access to water for the poorest households

The total investment foreseen for the whole project is about 95 millions Euros. The implementation period started in 2006, and is scheduled to be concluded in 2012.

The works and activities under the MWSP are aiming at short- to medium- term improvements of the Maputo Water Supply System.

The Role of FIPAG

FIPAG is the Mozambican Public Agency responsible for the fixed assets and investment in the water supply systems under Delegated Management. The specific responsibilities of FIPAG are as follows:

— Investment and financial management for rehabilitation and expansion of water supply assets;

— Maximization of efficiency and return on existing assets;

— Contract management, monitoring and enforcement of the contractual obligations of the selected operator; and

— Procurement and implementation of projects in accordance with national and international financing agencies guidelines.

The Assignment

The main objective of the assignment is to provide the Client with appropriate Technical Assistance for the implementation of the identified project.

The specific objectives of the assignment shall include but not be limited to the following activities :

— Provide assistance to PMD on all matters relating to the planning and management of the MWSP.

— Assist the PMD Manager in planning and management of the project implementation.

— Assist the PMD Manager in the planning and preparation of future or complementary investment projects for the Greater Maputo area.

— Assist the Planning and Data Management Officer in reviewing designing, setting up the information management and monitoring system.

— Assist the Component Coordinators on planning and monitoring of all activities related to their component.

— Assist the PMD in preparing the monthly, quarterly and annual activity plans, budgets and disbursement plans.

— Provide assistance for preparation of ToRs and Tender Documents and Tender Evaluation for hiring Consulting Engineers for studies and reviews linked with the implementation of the project.

— Provide assistance for the revision and evaluation of reports, plans, designs, specifications and programmes linked with the project, submitted by the recruited Consulting Engineers or other entities.

— Prepare progress reports, management reports and other investment related reports.

— Provide necessary technical assistance and training to the Client and his staff during the project implementation.

Required skills and expertise

The Planning and Investment Advisor shall possess the following qualifications and experience:

— A holder of a University degree, preferably a Civil or Hydraulics Engineering from a recognized institution or planning and economics with strong civil/hydraulics experience or background/knowledge;

— At least 15 Years and sound experience in water supply projects, both in project planning and implementation aspects.

— Sound experience on project implementation under donors and financing institutions guidelines (e.g. European Investment Bank, World Bank, African Development Bank, European Union, French Development Agency);

— Demonstrated ability to lead and manage multidisciplinary teams and projects;

— Ability to transfer know-how to staff working in public utilities in developing countries;

— Fluency in the English language. Knowledge of Portuguese language is preferable.


The Project started in 2006 and is scheduled to be concluded by 2012.

The time input requirement for the Planning and Investment Advisor is estimated at 21 man-months, i.e. until December 2011.

The Planning and Investment Advisor must be available on a full-time basis for the duration of the assignment.

Expression of Interest and selection

The invitation for Expression of Interest is open to experienced Individual Consultants that have wide experience in similar assignments. Interested consultants are hereby invited to submit their expressions of interest for the assignment. Further to this invitation the best profile of Consultant will be formally invited to submit a financial proposal.

The information to be submitted shall include:

— Letter of motivation to participate in the selection process;

— Consultant information: name, status, nationality, address, telephone number, facsimile number, fields of expertise;

— Details of experience in similar assignments undertaken in the previous 15 (fifteen) years, including contract value and location, name of the Client, name of partners for contract execution, source of financing, type of services provided, contract commencement and completion dates, brief description of the contract highlighting successful outcome;

— A list with ongoing assignments including the start and end date.

— Experience in ACP and other developing countries, especially in Sub-Saharan Countries

Participation in tender is open on equal terms to all natural persons of the eligible Member States of the EU in conformity to the Cotonou Agreement and of the eligible ACP States in conformity to the Cotonou Agreement.
